Executive summary

We’re excited to have been given the opportunity to submit our proposal for your 7 Millbank project. It’s not often a project lands that gets the whole team excited from our board to delivery team, this was certainly one of them.

Over the last two years we’ve developed as a business, driven by our new senior leadership team and ownership structure. In becoming employee-owned, our employees live at the heart of everything we do, with a common purpose to drive performance and innovation, during a time when this is incredibly important. When you add this to having over 60 years’ worth of experience delivering complex
engineering projects like this one, we’re in a strong position to deliver.

We know for you it’s more about just building a beautiful structure, it’s about leaving a legacy, so
alongside our technical and commercial submission we’ve looked at ways to do this above and beyond the ordinary. Whether that’s carbon opportunities or how we engage with the local community and stakeholders.

Our value proposition.

Integrated offering and self-delivery
Our integrated approach enables us to drive value and create programme opportunity by overlapping our activities. Our methodology demonstrates that we are able to streamline operations and ensure a high level of productivity on site while managing risks. This efficiency ensures the best for project, high-value outcomes.

While we know it wasn’t a requirement, we have given you the opportunity to drive greater value, certainty and programme betterment by constructing the core as part of our scope. Our integrated approach achieves programme advancement of 8 weeks by releasing each of our activities earlier than would ordinarily be possible through a traditional, fragmented sub-contract approach. There is significant benefit to be gained by starting the steelwork package early as identified in our programme.

It’s not our first time.

We appreciate that you need to trust us to deliver this project, so we’ve brought together our 1-3 Grosvenor square team, meaning we’ve done the learning and built the relationship with PAYE. This flagship project requires strong technical expertise and knowledge in complex engineering and façade deconstruction, which is why we believe we’re the right team to deliver.

Working as Principal Contractor.

This isn’t our first time. On the majority of our projects, we act as the Principal Contractor. This means you can have the confidence that we have the expertise and experience to ensure this project is a
success from start to finish.

We want you to know that we will work tirelessly throughout our involvement, to ensure that the
handover to the main contractor runs as smoothly as possible.

We know that during the demolition phase you will be procuring the main contractor, and our safe hands will continue to deliver the integrated option to mitigate risk and protect your programme. We will novate to the main contractor at a time that suits you and the project, driving value and putting the success of the project at the heart of our decisions.

Thinking outside the box.

Piling Alternative
We have based our tender on a compliant Cased-CFA scheme. However, through our technical expertise we have engineered a programme opportunity by proposing an
alternative CFA piling option. Our self-delivery piling team are confident that this is the best solution for the Project. This is the sort of initiative and value add that we pride ourselves on.

Party Walls
There are several sensitive receptors, such as 8-9 Smith Square, we’re aware that no works can be carried out to this elevation prior to the 15th October 2022, this has been reflected in our demolition strategy, giving you the maximum period to obtain any formal approvals while still providing you with the best programme.

Vaults
We’ve engineered a smart solution for the propping of vaults detailed in our integrated offering. This carbon efficient solution seeks to provide a best for project solution. We understand the complexities around the neighbouring activities, and our sequence and solution will not compromise follow on works.

Tower Crane
We have provided two tower crane options. Our demolition location, is simple and streamlined, however our integrated solution recommends a top down tower crane installed early, which can be maintained throughout the works and used by the follow on Main Contractor. We will help co-ordinate it’s location and capacity for the next phase of works, providing both value and programme efficiency.

Our carbon proposition.

We’ve engineered carbon opportunities into our method and approach, giving you confidence that we’re committed to finding the best solution for your project. We’ve highlighted these opportunities with the use of our climate positive icon.

In doing so, we’ve demonstrated how we can reduce upfront carbon emissions by 29%, helping you achieve your LETI target of 600kgCO2e/m2. The sum of the residual carbon emissions for our scope of works considers all our carbon-saving opportunities. We have also provided a figure to offset these, again helping towards your goal of achieving net-zero.

We hope that throughout this technical submission we have demonstrated how we can add value and certainty with a passion for delivering, a passion I share with the team.
